they expect heavy security presence at the school in the next few days or perhaps weeks. so again two arrests have been made in this case. and a third suspect is still being sought and officials, they are looking for tips to lead them to that suspect in the gang-related shooting at ft. washington th claimed the life of the 16-year-old high school student. reporting live at prince george's county police headquarters, scott broom, wusa9. >> scott, i have to ask you this as there is a lot of talk about how good of a kid marcus was. any speculation or talk tonight that he was a member of one of these gangs? >> reporter: there is, they believe that he was a member of the gangs. they are danger boys and baby haiti. and we believe, according to police, that marcus was a member of the danger boys, which is still an active group at the high school. >> all right, thank you so much, scott. well it is amazing what

just a few inches of snow can do to our town as we try to move on. >> it made it difficult to move around today and students got extra time home from school. >> a few weeks ago i thought it was never going to snow. now i'm so happy, a snow delay. >> well, it's a little more than what i expected, but it's not bad. this is good. we need some snow. >> snowballs, i can go sledding. >> i think it's pretty. >> it seems like more winter weather is on the way. >> when will the next round bring and how much snow is coming? meteorologist topper shutt in the weather center. top, this is not just snowball- type snow? >> no, at the very end of it all. and that's how dry it was.  snowfall an inch in rockville and an inch in vienna at national officially. here is what it looked like in

in gaithersburg and 14 in manassas. for tonight we're going to keep it dry, but check out thetemperatures. 8 to 18 clearing very cold, few high clouds by dawn. we'll come back and talk about the snow timetable for tomorrow. morning commute, no problem. evening commute, a different story. all right, thank you, top. you said it yesterday with this morning's snow, it could cause some problems. and well we would have some problems. but other than the early morning accidents for the most part, things were not too bad. in fact it was not the bad weather, but a crash that knocked out power to hundreds of people in alexandria. our car slid off the road and hit the utility pole at north henry and first street around 6:00 a.m. i guess that you could say that it was caused by the weather. and still tons of customers, they lost their power for several hours. but the spokesperson for the dominion power said that by tonight the electricity was back on. in the meantime firefighters, they were battling the snow and the flames. to rescue a woman from the house fire in temple hills. this one happened this morning in the 3500 block of everest

drive. fire and heavy smoke was shooting from the house when the crews got there. and she was in serious condition and to cause the fire, not quite sure yet. the u.s. military has just made one of their biggest policy changes in history. they announced today that the banned on women serving in combat, and it will be the satellite center with more on what this means for all women in uniform, kristin? >> reporter: what it means is that women, they are now eligible to service combat patrols. even in the elite special operations unit like the navy seals. they would still have to meet the strength standards required for all the units. but today, the secretary, they said at the very least women in the military, they deserve the chance. >> there is no distinction that is made between the sacrifices with men and women in uniform.

>> they serve the wounded and they die right next to each other. the time has come to recognize that realize. >> the secretary and general martin dempsey, chairman of the joint chief of staff, they signed that official order right after the announcement today at the pentagon. they will open up more than 200,000 front line jobs to women that means more opportunities for the advancement and higher pay for female officers. these changes, they will not come overnight as the new policy will be fazed in for the next three years, but it represents a major shift. most women in the military strongly support the new policy as did most of the civilian women i met with today at the vietnam memorial. >> i think it's a fair thing as we wanted equal rights, we're getting our equal rights. this means that they could serve in higher cacity in generals and colonels and

leading our army. i know that a woman could do the job. clearly not everyone feels that way. i was a little surprised. >> interesting. i look forward to that. thank you, kristin. >> and the national federation will be investigating reports that they clipped wings. this is the scene just a couple hours ago as they belonged to the united airline. and one was parking at the gate, the other pulling into the gate. one of the planes were empty. they had just gotten off the other aircraft and no one hurt. inspectors are checking for any damage. the windchill by a former culpepper police officer. he traveled from new jersey to watch his sister go on trial for murder. he is accused of shooting and killing patricia cook last

year. the eyewitnesses, they testified here today. >> and those eight witnesses, they help the prosecution case that daniel harmon wright had no reason to shoot her before firing the five bullets that killed her. today he walked into court where he faces eight witnesses who were listening or watching on february 9, when he killed patricia cook. >> pat was very loving, very creative. she loved baking, she loved crafts. >> and she had a tendency of being intimidated by people in authority. >> reporter: she was married to gary cook who died several months after being killed in the school parking lot. she had been sitting in the jeep wrangler when the school's office manager and skyler asked her to leave. skyler called police when cook

refused to leave. the officer told the police investigator that cook, he tracked his fingers in her window and that he had to shoot to keep from being dragged. on the stand today, the prosecutor asked skyler, did you see the police officer trapped? no, she said. dragged, no. did he look like he was going to be run over? no, skyler answered. chris also saw the shooting. >> the window was half way up and he said stop or i will shoot. and i didn't think that he would do it as they got that window all the way up and that's when they shot and they took it rough around here. >> reporter: he lives across the street from the school and he told the jury that he heard a man screaming very loud. and i heard the "f" word several times. i heard him yell you're not going to get away with this and then he started shooting. >> justice, yes. and now the fair trial, justice, and a hearing. >> reporter: tomorrow morning a

field trip for the hearing. they will visit the fatal shooting site, which is just four blocks away. >> and she was found wandering inside the school and called creeped out before she was killed in the school's parking lot. they are blocking use of that information. monte te'o lied. and he is feeling for very real and why he didn't come clean right away. we've got the details. >> reporter: the notre dame linebacker manti te'o said he was duked to believing that his online girlfriend was real. even talking to her for hours on the phone. he was devastated to learn that he supposedly died of leukemia until he found out that wasn't

really true. in an interview with katie couric. he admitted that he briefly lied about the girlfriend in december days after finding out her life and death were a cruel hoax. >> a part of me was saying if she's alive, what would everybody think? and what are you going to tell everybody who follow you and who you inspired? >> reporter: he gave them newspaper interviews in the days after learning the truth, but did not reveal what he knew. they broke the hoax story on january 16. his parents are defending their son against accusations that he used the situation for personal gain. saying he's not a liar, he's a kid. the star power insisted he had no part in creating the hoax. molly hall for cbs news. >> he said the hardest part was seeing his family suffer through the experience with him. the family said that they all thought that the fake

a connecticut commissioner enacted to find ways to improve school safety met today for the very first time. that advisory commission was formed right after the newtown school shooting, which we all know left 20 children and six adults dead. the connecticut governor laid out the penalty objectives today, including focusing on gun violence. and they were called off after the columbine and virginia tech

massacres. well, the first step was taken towards capitol hill on banning the military-style gun assault weapons. >> they introduced a legislation that would do it, but gun right supporters are trying to stop it. we've got the latest on that. victims of gun violence and members of the law enforcement community joined democratic lawmakers rolling out a new banned on assault weapons. >> the gun laws allow these mass gun killings to be played out again and again and again. >> reporter: she's behind the legislation that would make more than 150 weapons illegal, including assault weapons and ammo magazines holding more than 10 rounds. >> without trying to seize everybody's guns. we need reasonable gun control in this country or guess what, it will happen again. >> reporter: the legislation goes further than the assault weapons banned that expired in

internet web chat to promote gun control. they opened gun confirmation hearings for the secretary of the state. the senator jim kerry. the massachusetts democrat served for 28 years now. he said that they must get their fiscal house in order to lead worldwide. in his words, "foreign policy is confirmed." as expected, he would exceed them who testified today on their behalf. at the house minority leader, the hometown versions the congressional district. and that they will go with the

folks. and they wanted to make the wager. that they are rooting for the 49ers and they are not root against baltimore. all right, now they were the mayor of baltimore and when the memorial stadium was built that he would help bring the colts and the organization to the city, but that they had to put those loyalty of the childhood behind her and her constituency down first. don't forget to watch the super bowl right here on sunday february 3. we'll all be watching and it will continue. flames interrupted this morning from the already frozen chicago warehouse. this is the second time this week that the fire broke out at the huge building on the city's south side. the first fire, they gutted that warehouse on tuesday night. a third to fight the flames. that city has seen in two years

we've got encouraging words on the unemployment front. a number of the americans that are filing for the unemployment benefits fell last week to their lowest level in five years. the number of the jobless claims, they dropped last week to 330,000. that's the fewest since january of '08. it is more of an incident that they are cutting fewer jobs. who knows. they may soon start hiring people. a well-known former prosecutor is president obama's nominee to be the new chair of the securities and the exchange commission. the president, they made that announcement this afternoon at the white house. now, white is a former u.s. attorney that turned to the defense lawyer. last year the nfl, they hired her to investigate allegations that the new orleans saints had a bounty system for hurting their opponents. she was also director of the nasdaq. virginia's governor mom went on a road trip today to try to sell the transportation plan. he visited some of the most congested areas including

a group of human rights is known for the human rights violations all over the world. >> but new tonight, their most recent investigation claimed that metropolitan police mishandled dozens of sexual assault cases. surae chinn joins us to explain what is in this report, surae? >> reporter: derek and anita,

this is a 22-month long investigation between 2008 and 2011. that resulted in this 196-page report and inside it alleges the metropolitan police mishandling 170 cases. either not brotherly investigated or not -- properly investigated or documented at all. >> that man came up behind me and he stabbed me in the palm of the hands and sat down immediately on the sidewalk telling me that he would kill me. >> reporter: she was able to get away before she was raped, but not before getting stabbed three times with the box cutter in northwest d.c. >> and he started to push me on into the brick wall. >> reporter: as horrific as her experience was, she said that she felt victimized again when she went to police. >> i mean they were completely unresponsive to me.

over 40% had a sexual assault exam and reported to police that they had no investigation done on their cases. >> reporter: we reached out to metropolitan police, but they did not respond. the chief went on the show on wamu this afternoon. >> they paint a picture that we disregard victims and we don't document the investigation and that's totally false. >> reporter: in a statement she says that the reports methodology is flawed and that the report would make thereluctants to not go to police. >> i think it is important to start making changes. crimes are going to happen. >> they say that further cases that were mishandled or

classified as miscellaneous or offense information. the rights watch gave further recommendations in this book to mpd and that reform and law are in place. they say that these bad practices are still happening today. anita? >> certainly a heroing story for one victim. thank you. police are searching for a man who exposed himself to the georgetown university student. that student told police that it happened around 9:00 a.m. yesterday morning at the entrance to the campus. in the 3600 block of p street northwest. the victim was not hurt. we've got a follow up to wusa9 as they want you to know investigation. it's been a year now that andrea mccarren repeated underage alcohol sales at the d.c. town square market. following that series of the reports, the owner was found guilty selling alcohol to a minor, but he was allowed to hold on to the liquor license because he was a first time

offender. he wants to change the law to the first time offenders, meaning if there is a pattern of sales or if they failed to ask for i.d. that they could suffer stiffer penalties. >> and in breaking this story, there is a pattern, a regular pattern of the sales to minors. that was highly illegal and objectionable. >> as it stands right now, most first time offenders are given just a written warning. philadelphia police, they believe that they caught the killer of a 35-year-old pediatrician. dr. melissa was found burned in her basement on monday with her ankles and wrists bound behind her. police said she was strangled first. the suspect is a 36-year-old exterminator. he was showing up for an appointment at the doctor's house the day she was killed.

he has confessed, but no word on the possible motive. a 22-year-old denver student under arrest charged of sexually assaulting one student on campus. police are investigating whether or not he could be shown the sexual assault over the 8-month period. going ape over the ipad. they are proving popular with the apes as they are with us. >> reporter: these orangutans like to keep busy and now there's an app for that. keepers at the smithsonian zoo introduced these apes to the ipad. >> they were going to close today. >> reporter: the 36-year-old bonnie and joyce is playing the drums. the 16-year-old kyle likes to watch videos. keeper erin says that the ipads

are a natural fit for the highly intelligent primate. >> it is really fun for them to understand what they are doing tapping the drums, plague the piano. >> reporter: while the orangutans here don't play words with friends, the zoo keepers here say that the apps they do use provide mental stimulation, which helps keep the apes healthy. >> any animal in the zoo that doesn't get enough stimulation is going to be more unhappy, not breathe as well. >> reporter: a non-profit conservation group called orangutan outreach is behind apps for apes. dr. zimmerman says that the ipads for orangutans are ambassadors for their critically endangered cousins in the wild. >> we want people to see that these are amazing creatures and they're not that different from us. >> reporter: they like many of the same apps popular with children. >> it's a bright engaging experience. things move and make sounds. >> reporter: eventually they hope that the national zoo of orangutans can skype, text

caught on camera, a baby survives this crash. the car is losing control on the slick road and the baby falls out from behind. just look at that baby, barely swerving out in time. and then the dad leaps from the car, managing to grab the baby out of the way with the truck coming behind. the other truck, they just slam on the brakes in time. man, so lucky that little girl

they will calm down tonight. temperatures in the 20s in some spots. 21 here. 23 in arlington and springfield and 22 in fairfax and 25 in college park. even waldorf is down to 23. that the real temperature. that's not the windchill. satellite picture combined. one little clipper system. that's what we had last night that is going to raise through the lakes and go north of us. the other system is going to race to the south to go south of us as we are kind of caught in that dead zone tomorrow. no one storm will be taking up the charge to be that dominating one. we're looking at the lighter precipitation today. the timing, it will be during the evening commute. that's the way it looks like right now. how much snow? maybe an inch downtown, an inch in gaithersburg and fredericksburg. the winner here, it will be across that divide, which is good news for the ski resorts

for oakland, and the county here and also as we need to get on into the valley here at timberline. so cold and dry overnight. the morning commute, it'll be dry. the evening commute, it will be slow with the snow. and friday, commutes are always a mess as we had snow here, you get the picture. round two, one to three inches by friday morning, but closer to an inch in the immediate metro area. lows tonight, 8 to 18. clear and very cold. some high clouds combine here to the northwest. and we're looking at lows here in this area, but it could be 9 out towards leesburg and 10 in manassas. 17 even in woodbridge and 16 at waldorf. so friday morning, mostly cloudy and cold. clouds are thickening up. the light snow is possible. west of town and manassas essentially along i-81 corridor. we have to wait until the afternoon for the metro area to get some snow. cloudy and cold with the light snow one to three inches possible by 8:00 a.m. the winds will turn out of the south at 10. right now we're kind of

thinking closer to an inch than 3. so right now the 9 weather alert, yellow no doubt. we're in the 40s on monday with the showers. 50s on tuesday. and mild with the rain on wednesday and we have two days in the 50s with the temperature correction next thursday. and not arctic air, just back to average with the highs in the lower 40s. all right, on monday, the ravens head coach, he said he was giving players a few days to get all the super bowl stuff out of the way.
